(1) If anyone wants to broadcast a foreign program from a licensed television station within Nepal or take the right to broadcast a foreign program and broadcast it within Nepal, he must obtain approval from the Ministry.
(2) In order to get approval according to sub-rule (1), an application must be submitted to the Ministry in the format as per Schedule-3(c) along with the application as per Schedule-5(b). (3) When making an application according to sub-rule (2), a separate application must be made for each program to be broadcast.
(4) A person or an organization that has been broadcasting a foreign program or a foreign program at the time of commencement of this rule shall submit an application for approval in accordance with sub-rule (2) within three months from the date of commencement of this rule.
(5) If there is an application for approval according to sub-rule (2) or (4), the Ministry will carry out the necessary investigation on the application and after such investigation: if it is deemed appropriate to give approval to the applicant: broadcast of foreign program or foreign program in the format as per schedule-4(c) will give approval of rights.
